🚨 LA COUNTY WANTS TO EXPAND ITS MENTAL-HEALTH OUTREACH — INCLUDING ON X, TIKTOK & BLUESKY A new motion before the LA County Board of Supervisors would direct the Department of Mental Health to increase the visibility and accessibility of its United Mental Health Promoters program. The program uses hundreds of Promoters for mental-health outreach, educational workshops, referrals and connections to services. The proposed expansion includes: • More outreach to targeted demographic groups • A youth communications strategy • Increased social-media presence on X, TikTok, Instagram, Facebook, YouTube and BlueSky • A centralized online request form • Dedicated community contacts • Online presentations and modules But one provision is particularly important for accountability: DMH would be directed to display and update a public dashboard showing outreach and engagement data. That could include: • Number of staff/volunteers • Workshops • Participants • Languages • Other previously collected data The motion calls for DMH to report back within 120 days on progress and feasibility. If LA County is expanding public outreach programs, residents should also be able to see how many people they reach and what taxpayers are getting from them. The Board considers the motion Tuesday, August 11.

🚨 REFRESHER: LA COUNTY GOVERNMENT IS ABOUT TO LOOK VERY DIFFERENT Remember Measure G? LA County voters approved it in November 2024, setting in motion one of the biggest restructurings of County government in generations. Here’s what it actually does: 2026 • Creates an independent Ethics Commission • Creates an Office of Ethics Compliance • Requires non-urgency County legislation to be publicly posted for at least 120 hours before Board action 2028 — THE BIG ONE LA County elects its first County Executive. Instead of the current structure centered on the five-member Board and appointed administration, voters will elect a countywide executive every four years. The executive will have major powers, including: • Appointing most department heads, subject to Board confirmation • Removing department heads, subject to a Board reinstatement mechanism • Developing and submitting the County budget • Vetoing Board amendments to that budget, subject to a 2/3 override • Leading County emergency response Measure G also creates a Director of Budget and Management and an independent County Legislative Analyst. Then comes another enormous change. Following the 2030 Census and redistricting, LA County’s Board of Supervisors expands: 5 Supervisors → 9 Supervisors Elections for the expanded Board begin in 2032. That means LA County — home to roughly 10 million people and responsible for an enormous government operation — is moving toward a system with: 1 elected County Executive 9 elected Supervisors Independent ethics oversight New budget oversight A County Legislative Analyst And the transition is already underway. In May 2026, the Board approved the framework for LA County’s first independent Ethics Commission and Office of Ethics. The County is now recruiting the founding commissioners.

🚨 BIG CHANGE COULD BE COMING TO LA’S HOMELESSNESS SYSTEM LA County is formally preparing to potentially take over key roles in the region’s Continuum of Care as questions continue over LAHSA’s role. A new motion from Supervisors Lindsey Horvath and Kathryn Barger directs LA County’s new Department of Homeless Services and Housing and LACDA to prepare to assume CoC roles if formally designated. Why this matters: The LA Continuum of Care is tied to major federal homelessness funding and regional systems serving all 88 cities and 100+ unincorporated communities. The motion says approximately 11,000 people are housed through LA CoC rental subsidies. It also specifically references potential leadership over components including: • Collaborative Applicant • Homeless Management Information System (HMIS) • Coordinated Entry System (CES) LA County says it has already expressed its willingness and ability to take on these roles. The County would also coordinate with the City of Los Angeles, HACLA and other cities to preserve regional access to federal funding. This is NOT a completed takeover of LAHSA. But it is another major step in the restructuring of LA’s homelessness bureaucracy. The Board considers the motion Tuesday, August 11. Could LA County eventually become the central administrator of major parts of the region’s homelessness system?
