GTA V was an active degeneration in these sorts of "small details" when compared to IV, I suspect due to them really wanting to make it next-gen but having to compromise it for late-stage PS360. You see this with a lot of cross-gen games that should be, in all senses, technically better than their predecessors, but in some weird areas they aren't. Metal Gear Solid V, for example, often has worse hair graphics/physics than Metal Gear Solid 4.
